I have the honour to transit for
your consideration the enclosed copy of a letter from
the Captain Superintendent of Police on the subject of
the Indian and Chinese Police.
2.
Mr. May recommends that the numbers
in the 3 classes of Constables, both in the Indian and in the Chinese Contingent,should be unlimited and that in both Contingents a system of automatic promotion should
be introduced.
5.
With regard to the Chinese Contin-
gent, the Captain Superintendent of Police recommends that the number of Chinese Sergeants should be increased to Seven; and with regard to the Indian Contingent that Goverment should undertake the rationing of the entire Force, that the return passage fund for Indian Police Constables should be abolished, that the number of Sergeants and Acting Sergeants be increased from 11 to 15 and from 5 to 80 respectively, that a Second Sergeant Major be added for the Mohammedan section of the Contin-
